At the General Convention of ECUSA, a response to the “invitations” of the Windsor Report to cease and desist and express regret was vigorously debated and finally agreed to.

Key quotes from the response to by the ECUSA to the Windsor Report:

Expressed its regret for straining the bonds of affection in the events surrounding the General Convention of 2003 and the consequences which followed; offered "its sincerest apology to those within Anglican Communion who are offended by our failure to accord sufficient importance to the impact of our actions on our church and other parts of the Communion;" and asked forgiveness (A160).

Called upon standing committees and bishops with jurisdiction to exercise restraint by not consenting to the consecration of any candidate to the episcopate whose manner of life presents a challenge to the wider church and will lead to further strains on communion (B033).

Summary: ECUSA expressed regret, but probably short of a full “mea culpa,” and urged “restraint” in the consecration of any new gay bishops not outright prohibition.

February 2007
The Primates met at Dar es Salaam in Africa and discussed the American response.

Selected Quote: “It is the ambiguous stance of The Episcopal Church which causes concern among us.”

Summary: The Primates renewed their call for absolute clarity on admitting our error, apologizing, and then to cease and desist.

In addition they renewed their call for alternative oversight for parishes/dioceses who wanted out from the official ECUSA governance. And, the recognized that certain primates from other countries were inappropriately offering to provide pastoral care directly to these communities.

The penalty for not agreeing was/is to be persona non gratta at the world wide meetings.
